..01 Grab your picture and crop to your liking, mine is of Alexis Bledel.
..02 We all know I love me my Color Balance. New Adjustment Layer. Layers >> New Adjustment Layer >> Color Balance. Put in the following settings (Preserve Luminance Checked):
Midtones: -40, -10, 15
Shadows: -75, -40, -55
Highlights: -10,-10, -20
Set this layer to Screen.

..03 Duplicate the Color Balance layer you just made in Step 2, set the layer to Normal - 60%.

..04 New Adjustment Layer. Layers >> New Adjustment Layer >> Color Balance. Put in the following settings (Preserve Luminance UNchecked):
Midtones: 0, -20, 100
..05 Flood fill with #E4CCBA, set to Multiply.

..06 New Adjustment Layer. Layers >> New Adjustment Layer >> Hue & Saturation. Put in the following settings:
Master: 30
..07 New Adjustment Layer. Layers >> New Adjustment Layer >> Curves. Put in the following settings:
RGB: I: 70, O: 90
Green: I: 89, O: 92
Blue: I: 82, O: 86
Really you could just do the RGB setting, and skip the other settings. I was just messing around with the lines, and the settings hardly make a drastic difference.
..08 New Adjustment Layer. Layers >> New Adjustment Layer >> Brightness/Contrast. Put in the following settings:
Contrast: +10
Duplicate the Adjustment Layer you just made, set it to Soft Light - 60%.

Now you're pretty much done. However, since the main focus of my icon is the eye, I thought I'd spruce it up a bit. If your icon doesn't have a main focus, wrap it up .. you're done!
..09 Copy Merged. (CTRL+SHIFT+C / Edit >> Copy Merged). Set as new layer (CTRL+L).
- Grab your Sharpen tool (under the tool palette). I made my settings somewhere around Size: 10, Hardness: 50, Opacity: 3.
Go over Alexis' eye once, in one montion. Meaning, don't click and then unclick and then click and then unclick. Just click on the eye, and drag around the eye/eyelashes. I also went over the earring for good measure.
- Grab your Dodge tool (under the tool palette). I made my settings somewhere around Size: 5, Hardness: 0, Opacity: 35.
Go over Alexis' entire eye (white's included). I also went over the earring.
- Grab your Burn tool (under the toolpalette). I made my settings somewhere around Size: 2, Hardness: 0, Opacity: 35.
Go over the outside of Alexis' eye, and eyeliner.
And that's it. Feel free to add any finishing touches, I just added text (bellaluna, in Babelsans - size 11 - kearning: -85)
