Before I say anything, I think it should be established that I tend to be cynical in the things I think of. I more think of it as realistic but it comes across as cynical. Anyway here is the rub

It'd definitely have to be the guy who lost his leg, because he's physically disabled as a result of serving his country - and even though the other soldier sounds like he would have willingly given up a leg, luckily it didn't come to that, so he is not disabled and therefore doesn't need a new house.
Also, if you're a colonel, I'd assume you'd get more financial benefits than you would if you were a regular foot soldier, although I don't know about that. Finally, since the colonel's seen the death of many of his friends, it sounds like a therapist would help him more than a house (i.e. mental assistance rather than physical), which the hosts of Extreme Home Makeover can't give him.
