BUT! Kio has been missing from the main storyline for a year now (well, a year our time, a few hours in the manga timeline), and the last time we saw him he got taken out by Nisei and Seimei.
This chapter foreshadowed that something bad is going to happen/is happening to Kio.
Kouga Yun said in an interview that someone is going to die, and that she fought her editor over who it would be (meaning it's probably a popular/nice character whose death would depress everyone).
