What's even sketchier than the turn-out in Shiite and Kurdish provinces of Iraq is that one of the Sunni-majority provinces supposedly had a majority vote in FAVOR of the Constitution...when in one of the other two majority Sunni provinces the vote was "overwhelmingly" against it, and a mere 82% were estimated to have voted against it in the second Sunni province.
