It comes from the sociological concept that racism is more than just racial prejudice, because you can have racial prejudice against any race, obviously, but racism is more of a thing that enforces societal discrimination rather than merely individual discrimination.
So, as long as you live in a society that still treats white people as the dominant racial group, you cannot exercise racism against white people because you have no societal power backing it up. You can still be a bigoted dick, but you're being a bigoted dick all on your own.
Sooo, when a black person thinks that the only people worth anything are black people because they are black, they aren't being racist at all because the white man has more of an establishment of being racist pricks and because the black man is the one more commonly being prejudiced against? Makes no sense what so ever.
In that case, there's discrimination and predjudice going on, yeah. But not RACISM, because that racism involves power.
White people can easily be racist toward minorities, because white people hold much more power in today's society than minorities do. But since minorities don't have near as much power as white people, they can't be racist towards white people.
