Where do you draw the line though? Does someone get prosecuted because they fall and it causes a miscarriage? What about if she is taking psych meds? Or doesnt know shes pregnant and drinks?
The reason its frightening to me is not that I dont understand its intent, its that it is not well defined and could be very poorly enforced.

Honestly? I think its a really hard situation. I dont know that I see fetus's as being property and therefore under those rules, but I also dont know if we want to consider all fetal death as murder.
