Have you tried the "sensitive" or unscented kinds? Maybe she's allergic to one of the perfumes or something? We've been using Pampers Sensitive with Niv since he was a week or so old and they've been great, but he doesn't seem to have sensitive skin under any circumstances, so that's hardly an indicator.
At the hospital, they just used basically Handi-Wipes with warm water. I've also heard of people making home-made solutions with witch-hazel and just soaking washclothes in that or spraying it on a washcloth when they do a diaper change.
I would think paper towels would be kind of rough, though.

I would try the Pampers Sensitive too. If that doesn't work, I think you'll need to use cloth wipes. Lots of people use baby washcloths or you can buy commercial ones. I use organic velour moistened with the following solution and keep in a wipes warmer. 1/2 c. aloe vera gel 2 tsp. Burt's Bees Apricot Baby Oil 1 tsp. tea tree oil 1 squirt baby shampoo 1/2 gal boiled water
