That's a girl. XD

But anyways, her name is Mele, and she's one of the villains from Jyuken Sentai Gekiranger, last year's season of Super Sentai. I'd suggest a Google image search for "mele gekiranger", but over the first five pages, I only see 10 or so images of her in her non-armored form of the icon above, and none of those show the full outfit; just waist up. :(

...if it's any comfort, Mele's reason for living totally looks like a girl. XD Except he's got incredibly slutty black leather armor and is a baritone so at least when he speaks---! But that's Mele from Gekiranger, as aforesaid. You should watch Gekiranger! There is in fact a dragon character, although you will probably want to kick him in the balls, and there is a big cat theme and brothers whose love is kind of special.
