Charlie seemed a little bit too smug for a Weasley.. but, he must be the only really hot one of the Weasley brothers (yeah, the twins are maybe cute and Ron is ok too, but not HOT!) so he has the rights for it :D

they did grin a lot, but it was good grinning, just like...I don't know, that seems like who Charlie is. And, by grinning, he made it seem not so serious to Harry, who then proceeded to turn Charlie into goo.
