The Helmet is definitely one part of what's happening to Chloe right now. As far as Tess becoming Watchtower, that's something we'll find out more about in a few chapters.

Yes -- Clark realizes this is not a situation he can handle by himself. Chloe needs Ollie right now, and because of that Clark needs Ollie.
