Pardon me, I'm Orson Moore. Perhaps I can answer your questions.

1.) Yes, you are in a basement. It belongs to a place called The Compound. And you will find it to be the safest place for you at the moment. Not the basement, but the Compound as a whole.

2.) If you know the gentleman above, I would be happy to set you up as his roommate.

3.) This may be the most difficult number to swallow. You seem to have found yourself in a place overrun by the undead. This Compound is the only safe place, anywhere, as far as I know. We seem to be situated in the smack dab of South Dakota.

All that aside, if you require anything, you may ask for me. And if you have any skills/would like to be included in the expeditions that go out, you may also let me know.
