I'd suggest trying the East Lansing Food Co-op, Foods for Living in East Lansing, and World Market at Frandor.

I've been to Foods for Living, but not in a while... the other two are new to me. I'll have to check those out. Thanks so much! :)

I second World Market. I can't promise they have the one you mentioned, but they sure have a heck of a lot!

Is Magdalena's Tea House (across E. Michigan Ave. from Gone Wired and the Green Door) still open? If they are, they might.

Not sure if they sell tea in bulk, but a great cafe to sit and sip tea is Wanderer's Tea House downtown East Lansing. They have a GIANT tea menu, it's like 10 pages long. They can make you any kind of tea you would ever want. And they have two separate taps that pour different water temperatures - one that is perfect for green tea and one that is perfect for black tea.

Otherwise I don't know where else you can try if you are looking to purchase a tea bags that hasn't already been mentioned. The Oriental Mart on Grand River (by Coral Gables) has a wide vareity of teas, but they are of course, Oriental teas. Worth checking out though. There are definitely some good Oriental teas.
