Replacing any system in a city that big has got to be terrifyingly expensive. Just dealing with the costs of one hospital is scary enough for me.

That's probably true.

Case in point--broadband internet. I lived on E 13th Street, downtown between Greenwich Village and the East Village. It wasn't exactly a residential neighbourhood, but between all the lofts around Union Square and the two neighbourhoods flanking me, you would think there was enough money to warrant some attention by Time Warner.

Nope.

When I first moved down there in 2001, we didn't have high speed internet for over a year because they hadn't laid the cable down in the street.

They finally did. I imaging upgrades like this are catastrophically mind bending and painful to keep track of, let alone fund and execute. Engineers are probably still not paid enough to keep track of all that headache.
