La-la - It's not sufficient to name the people that Bush'es policies support in terms of classes, ie middle class, working class, upper-middle class - this makes them sound too numerous. The tax relief that he talks about was a 200 dollar tax rebate that he funded with deficit spending. So more like a 200 dollar loan. If anyone could have benefitted, it would have been shareholders, but they only profited if they owned stocks in war-related industries that were able to beat the sliding dollar. So if you're going to name people that benefit from Bush administration policies, think in terms of peoples' names. He probably knows most of them on a first name basis.
