Hmm. ShinRa being the bad guys is a little relative. I think everyone is a bit of a "bad guy" in that game Both ShinRa and AVALANCHE. But, yeah, generally speaking, you could say that. By the end of CC, during BC (Before Crisis, a Turk based game that only came out in Japan but that yours truly has read all the scripts of because she is paranoid fanatic like that), the Turks were being hunted down by ShinRa too, so when Reno and Rude are looking for Zack to save him, they too are trying to escape ShinRa
