Did he finally get 100%? If so, whoo-hoo! Conga-rats and well done - and I bet the 'catch-up' payment (rating effective from date of submission of paperwork usually = a catch-up payment of some nice size) was welcome,as well!

Even if it was not 100%, any increase should have also come with a catch-up payment, so conga-rats again!
