I'd be put off the cruise by the fact that you're on a ship with the same people all week. The cruise ships I've been on have had quite elderly groups or a lot of child friendly facilities. You'd have to pick quite carefully.
I'd go for the cruise since I've never seen Europe at all, because you don't have to plan as much, or arrange your own transportation, and you get to take in more sights.
However, by staying one location you can see the nooks and crannies more; how people really live. We did a week in the Old City of Quebec and really got the feel of the place.
Either way you can choose a sort of home base -- either on a ship or on land -- and that can be really nice.
I'd probably go for one place for a week. That way you get a chance to really explore instead of constantly feeling rushed to get everything in before moving on to the next spot, you know? I highly suggest sunny Santa Cruz as a perfect vacation spot! Plus, you already know one of the locals! ;)
