This is so funny and sad but true. You could have done a whole post just on Charmed. Like when Piper turned into the vampire. Or Phoebe decided to be Cole's Queen. Those are the two I can think of right off the bat. You always knew when the Charmed ones were possessed by evil because they dressed like hookers in Hell. LOL

I think you've got the wrong Bad WIllow there. She's just wearing normal clothing but black and everything else about her turned black. It was Vamp Willow who dressed like a dominatrix.
I don't think Buffy and Fred are supposed to be inspiring that though. Illyria's outfit isn't attractive or sexual, it's meant to be weird.
While Buffy is simply supposed to be practical.
And on Smallville they were aware of it. Dressing up to party basically.

A few more from Charmed: Paige after turning into a vampire, Piper in Centennial Charmed, Phoebe during her wedding to Cole in the Underworld, all the alter egos in It's a Bad, Bad, Bad, Bad World (I might be missing another Bad in there...). You might be able to include Bianca in that, since she really did have a dominatrix outfit and her alliances shifted from good to evil. I'm sure there are many more that I just can't think of. At least Charmed wasn't sexist in that regard, though -- men got the same treatment more often than not. Ever see a demon show up in white? My best male example would be, of course, Future!Wyatt (otherwise known as Hottie!Wyatt or InterestingNowThatHe'sNoLongerWonderBread!Wyatt).
