There's nothing arbitrary about it. The anchor points for the net were hung generations ago. Now they're just starting to pull the net tight enough for the average citizen to see.
Pirates will always find a way, that's a given. The problem, as you know, is that pirates aren't the target - control of the general public has always been the agenda. BTW, just did a wiki background check on the guy who implemented this bill, Lamar Smith...apparently SOPA isn't an isolated incident for him.

What do you suggest we do, if only to further combat SOPA? I know it sounds like a silly question, but...what do you think? :)

For now, I'm going to do whatever I can -- contact my representatives, get the word out, etc. Because in the end, it's the best I can do.
