Even though this is awful, it's kind of an SSDD thing. There's even a TV Tropes article titled "the Disposable Sex Worker." The Real Life section has several examples of where the media--when not ignoring the crimes--implied that sex workers are less than human and deserved their fates.

Decriminalization would be a progressive step in reducing a lot of these issues, but it sure as hell wouldn't be sufficient.
