But when it's deleted and purged you should be able to take the name Oo Before adding too many people you should investigate and maybe try again later/tomorrow to create the journal with little_echo. Or contact support and ask about it, maybe they can have a look into that deleted account process.
I know that changing the name is just possible with a 15$ fee and since you just joined LJ creating a new journal with the name you want is easier and cheaper^^
