Does anyone know how to make icons???

I would love to have some sort of personalized Oreo icon, does anyone know how to make them or how I could do one myself??  I'm not picky, just something with her name in it somewhere, and/or using a couple of these pictures:

I could do something for you. I'm not awesome, lol. Pick out exactly which dog picture you prefer and if you just want the words "oreo" and i'll do it
