He's dead. The Veil is the gateway between the land of the living and the land of the dead. The way it's enchanted doesn't allowed people to just travel through it freely. It's one way only and so when a living person passes through it they instantly die. Dead people cannot pass through it to go to the living side.

And according to Nearly Headless Nick, ghosts are generally the wizards and witches who have a strong fear of death. This was in book 5 I believe.

Thanks for the explanation.

So could someone who has a strong fear of death and falls through the veil become a ghost? Or does the veil prevent that? (I know this scenario is unlikely, but it's one of those "what if" situations that I still don't understand.)

I have no idea, maybe. I don't think anyone would know, though. The Veil is in the Department of Mysteries so there's a lot about it that's unknown.

When Nearly Headless Nick tells Harry that a fear of death is the primary reason ghosts exists it's in response to Harry asking if it would be possible for Sirius to come back as a ghost. So maybe that's JK's way of saying that it's possible.

THIS CONFUSES ME TOO, also are the moving portraits a representation of someone, or the actual person themselves deceased in it?

The portraits always confused me too. I'm under the impression that portraits are just representations of the person (with all of their living memories). However, I don't know what kind of requirements, if any, go into making a moving portrait.

Of course, it's been a while since I read the books. I could be completely wrong on this.

Bellatrix used the killing curse on Sirius before he fell, so he was dead in our plane of existence before disappearing. The veil just took him :(

I may be wrong but I believe that ghosts are supposed to be 'imprints' of the former person, so not exactly a ghost per se.

She did? I thought she only cast the killing curse on him in the movie, and that it was some other spell in the books. Unfortunately I can't double-check right now because my bookcase is in my parents' room and my parents are sleeping.

Why that veil even exists in a world where people can kill each other with a single spell is a mystery to me.
