You mean with Tegoshi? The fic wasn't in Tegoshi POV; it was in Massu's. Massu didn't really have any feelings before the kiss, but the kiss must have sparked something for him. Hence the 'I don't know' part at the end. As well as the 'trying to figure it out' part.
