It's a Ruffwear Harness - they were designed for mountain rescue dogs originally and the handle was used to safely rescue a dog should it get into difficulty during a rescue mission. They started to market them on the common market for non-working dogs because they are secure and distribute the pulling power of the dog, which, on a dog like Obi who is a weight pulling working dog by nature, meand he suffers less strain on his throat. The handle enables the user to safely extract a dog from an altercation should one occur - it means the owner doesn't need to wade in and it also distributes the dogs weight over the hardest part of his skeleton - the chest area, so lifting a dog wearing a ruffwear harness is perfectly safe should you need to. However, on a dog like Obi who weighs a ton it's a safer and more secure to pull him away from other dogs if they get a bit stroppy with him. It's perfectly safe.
