About the KinNoKo story:

Extend the Research Agency; change it to the Forensics. Balance out the numbers so that it is also part of the government where people do government funded research. Think of current work place, how you are part of the dept of def despite not actually being in the military. Separate branch, though technically a part of the CIB. The new branch becomes the Researchers.
