Having a step counter helps me walk more because I'm constantly checking my score. I walked over 10 kilometers today. Second highest score since getting the gadget, beaten only by the day I went up Brosviksåta this summer. You're right, the US isn't set up for walking. Lots of places lack sidewalks; it's just assumed that people drive to wherever they need to go. Maybe you could drive someplace (a park or forested area) and have your walk there? Or is your area too urban?
