This article is worth your time to read. It's the best and most articulate treatment of current drug policy I've seen to date. For anyone curious I agree with pretty much everything this guy says.
You're right; that is an interesting article. I especially like that it doesn't focus on legalization. It seems that usually the only dissent on drug policy comes from the pro-legalization side, and I think their arguments have some serious problems.
I wouldn't say that I agree with everything in the article, but it certainly has some very interesting ideas. I particularly like the idea of revoking a drinking license for people who abuse alcohol. It would be hard to set up that system, and not completely enforcable, but it still seems like a good idea. Especially since it would still leave judges the option of revoking a driver's license as an additional punishment.
