I think it's much more likely to be a lack of desire rather than inability. The latter is, I think, just a cop-out. But with that quibble, yeah, I agree. The former problem--a confusion of rights and obligations, or more accurately, I think, a confusion of rights and privileges--is arguably at the heart of modern American social problems.

And, frankly, given human nature, probably most tensions in most societies throughout recorded history. And maybe before ;-)
