Though I'm not a fan of bangs, I think it's more the picture than the hair. It's overlit compared to the other 2 (one of which seems to be from a photo shoot), and you can see her face-grease.

The hair still looks bad in other pictures and on TV--not just that particular shot. Although there is that whole lighting thing, too.
