I'm sure I'm not the only one to have noticed this, but in the time that I've been here, I've noticed that new arrivals have always come in all together, a couple times a month. There have been very few, if any, instances of people arriving on their own-- I myself distinctly recall coming in with a group of equally lost and confused individuals.

It's pretty simple, really. Mondays is when they bring in the new batch. They pick whoever and drop them in.
