When I was growing up, we used to joke about how bad a paper the Leader is. But this is impressively self-inconsistent even for the Leader.

There was a law like that in my hometown, protecting nothing much besides a Dunkin Donuts. People would loiter outside in protest and get arrested. When the mayor started joining them the cops stopped giving a shit though.
