It means that you if you have people living in...you..um, well you should be able to feel them there. I don't think you have that to worry about, but you won't be able to die or get hurt as easily either. That would take another country fighting you or partitioning you to the point where there's not much left of you...

Oh, and you can claim other territories as colonies, but they're usually very hard to take care of. You can also appoint someone to take care of your people, like a king or a president, and marry other countries.
