Punishment is a good deterrent, which is why I don't think really short sentences for serious crimes could possibly work, but I do tend to be pragmatic on these kinds of things - there's no unlimited amount of money, time or prison space to be spent on something that won't reduce the amount of crime. The only other thing really outside reducing the amount of crime that makes it a good idea to extend prison sentences is how safe people (especially victims) feel, which again I suspect tends towards longer sentences.
I don't know whether longer or shorter sentences are better, and I don't like speaking hypothetically, but I'm willing to go with what actually works the best.
