When Storvik finished "his" report to Starfleet, with its strong emphasis on the possibility that people from the Mirror Universe might achieve the capability to once again cross over into the Federation universe, he decided that Diziara ought to be apprised the situation¹ - as she might be the target of a visitation by the alternate Maddie or Travis (for completely different reasons, if he was reading properly between the lines of her report). However, he did not think that Starfleet would approve of him providing her with the report before they'd vetted it, and decided for themselves what anyone else "needed to know."² Not, mind you, that Storvik particularly cared what Starfleet approved of; but the gesture would be pointless if he sent it through normal channels and they intercepted it. If Storvik sent a copy of the report to Diziara directly, Starfleet would never believe that he had done so accidentally.
