I'll have to re-read The Time of the Ghost--it's one of my least favorites, so I think I only read it the once. But Fire and Hemlock is one of my very favorites too, so now I want to see if I can find the connection you're seeing between them.
It's mostly the back and forth in time and the way the memories and the past change around as you find more stuff out. The parents in both are pretty horrible too. The sisters playing in TofTG also reminded me of the Halloween chase in F&H. I didn't like it very much either the first time I read it, but I don't think I'd read much of her books yet and I think coming back to it after becoming more familiar with the tropes and characters made me like it more.
