I'm No on 7 for 2 reasons that I found in closely reading the text.

1) If "alternative energy" sources cost 10% or more above regular energy, the grow by 2% for that year and the fines are waved.

2) The 30megawatt or better providers with *20* year contacts only count toward the 2% growth.

All it takes is the *very* few 30MW+ providers ganging up to keep prices at 10%+ of going rate, to remove the growth requirement & remove the fnes.

And we all know the producers and providers never ever collude, do they????
