Okay this might not be needed but I am going to put a few of this in. So before sending a question my way take a peek and see if your question is answered below:

.: Are these bases?
*laughs* Indeed they are unless they are mark other wise. Each post subject is titled wither or not its a base or icon. Most of my base will be textless unless I say other way.
.: Can I customise these bases?
Indeed, unless they are icons or I say other wise. For the general customise is why I am making bases. So please add your own textures,text, or brushes to any and all bases.
.: What screen resolution are you wallpapers?
Each wallpaper post will tell you each resolution however in most cases they will be 1024{x}768.
.: What font do you use?
I am still playing with fonts, but most generally I use the fonts from Dafont.
.: What program do you use to make these bases/icons?
Currently I am using Paintshop Pro 9.0 or psp 9.0.
.: What site or program do you use to host your files?
Currently and thanks to wonderland__ I am using DeviantART. Or for simple image hosting I use photobucket.
