The cable housing is probably mis-seated. This mis-seating has made the cable artificially short/tense by making the path to get to the rear wheel artificially long. But it has conveniently only made it longer by approximately one gear. Wiggle the cable housing that holds the cable that goes from your shifter to the rear derailleur (sp?). There are probably at least 2 housing sections (the black plastic surrounding the metal cable is what I'm talking about), and any of them could be causing the problem. Compare the seating of the housing on that cable to the other cables, and if one of them looks wrong, that's probably where the problem lies.
