A lesson from Computerland: It is very much worth it to hire a person whose sole job is to take what people are asking for (Bureaucrats, in your case) and translate it into something that programmers/technology people can read and work off of. They change a Business Requirement into a Functional Requirement. Both are needed. This person will be the life or death of any project.

In my department, this person tends to be someone ignorant about both the business AND the programmers, because we're stupid. But we're learning.
