Avatar Raito! I understand you are concern about the state the city has fallen. However, I must remark the monsters were mostly under control during the attacks I was able to witness thanks to the efforts of my fellow members of the police force.

However, citizen Aizen Sousuke who somehow escaped the punishment of Avatar Sephiroth decided to take that chance and murder, including myself. Thus I issue a request to arrest and put him in a trial for breaking Vertere law.
