My guess (semi-educated at best) would be that it is very likely a wool felt hat similar in construction to what the men are wearing. Possibly formed on a block, but perhaps knitted to shape and then felted.

If you don't want to (or have the technology) to do felting and blocking you can fake it with boiled coating wool or upholstery velvet sewn to shape.
