There is something seriously messed up about a guy who thinks it's okay to, in a traffic situation, where normally you would flip a guy off and call it a day, decide instead to take his concealed weapon out and lay it on his dashboard to intimidate the other driver into leaving him alone

Gads. That is pretty messed up. It does seem some people like that should have their privilege taken away. It is so cowardly of people to act like that, flaunting a weapon.
