Well, the editors at the KH Wiki seem to have come to the conclusion that Nomura deliberately drew him looking "20 years old" for whatever reason, because, as we all know,

What I find funny about that art is that Ven looks more like Roxas than Roxas looks like Roxas XD

But yeah, I'd just chalk it up to Nomura or whoever drawing a different take or style of him because he looks like a damn 10 year old on the game cover for Days, but then back to normal on the ultimania for Days, soooo yeah. The characters in general seem to be drawn older on those promotional artworks, too.
