Murder makes anyone scary, multiple, serial murder is even more scary. Could happen to anyone. Random choice of victim means one, anyone can be a victim of a serial killer.

And that is tough to swallow.

What makes a serial killer scary is that you can't protect yourself against him (or her) because there doesn't seem to be any rhyme or reason to the killings, and because the person is clearly demented, rather than motivated by some personal vendetta. Also, if the serial killer isn't STOPPED, theoretically he or she could end up killing everyone in the entire world, which means you will get killed eventually.

Tough means you keep going and keep trying no matter what happens to you, and don't curl up into a ball and retreat from the world or stop interacting with the world just because of a hurt or two. Or three.

I lived in Orange County, California when the Hillside Strangler was wreaking havoc. It is scary because of the randomness and it also causes pschological trauma to the community in being so hypervigilant and suspicious all of the time.

On the other hand, fake serial killer, Dexter I endorse 100% because he kills people who need killing.

Tough? Read almost any Winston Churchill quote. That will tell you what tough is.
