I can see a bit of a flaw in this plan, which is that [some] PhD topics, like arts and charity grant applications are exactly the kind of thing the press will gleefully tear apart, mock and pillory as a terrible waste of public money.

But then wouldn't part of the task of writing the 999 word summaries be (in some way) explaining why the researc might have wider use?
