Faith hadn't been told, so she was unaware. Kennedy felt she had the right. At this stage Faith has been in charge of security for Tara for some time; the 'she' Faith refers to. This is also why she wants the tests. Did you read the story where Tara did the Sunnydale-destroying spell btw? There's a big link in that story to this one.
