I have recently discovered something about myself when I get clients coming to my studio for tattoos..  I find it totally impossible to design something for people I dont like.  If the click isn't there, I might as well just send them packing, cause it aint going to happen. This is just me, but if it's not stock I'd get 1/3 of the money down (non-refundable) if you have to design something from scratch. This way you're not out time, you get a feel for how serious the customer is and you also copyright your drawing as it IS copyrightable in that you designed it and drew it (as long as you didn't draw an exact replica of someone else's drawing, which you would never do).

Your time and your talent should not come free. *pets*

Those are wonderful, by the way. I particularly like the first dragon :)

That.. is actually not a bad idea. I have learned now to watch for warning words like: "I am not sure what I want yet" or "I am kinda scared to do it" My response in that case should be: "come back when you have made up your mind and have grown some balls!"
