The Calliope just opened eight square blocks of government program housing, about a third of the amount that will be created once complete. An entire complex between S. poor design like that always brings to mind the phrase "eyes on the street" by Jane Jacobs: http://en.wikipedia.org/wiki/Jane_Jacobs

Put another way, when shops face a pedestrian route & the route is otherwise interesting enough to keep the shopkeepers eyeing the street, you get natural surveillance: http://en.wikipedia.org/wiki/Natural_surveillance

Yeah, what we've got going on around here is more like No surveillance. It's the classic "No, we ain't seen nothin'" of any upstanding ghetto. :P
