Without pretending to be incredibly technically capable, it sounds like the electricity company's cables that take electricity to your building are damaged. I'd report this to your electricity provider first thing in the morning. Other possibilities: all the wiring in your flat might need replacing (I'd guess it's less likely that all your wiring is damaged versus the possibility that one bit of wiring taking power to your wires is itself damaged), or your circuit breaker could need overhauling. If the electricity company doesn't fix the problem, get an electrician to look at your building. (or get your landlord to get an electrician, if you rent, as I think you do....?)

Call your landlord, tell him your electricity is flickering off and on, and ask him to send an electrician. Clearly you've had a loose connection in your wiring for some time now, and it has just gotten worse. It's going to require somebody with a voltimeter to find out exactly where the problem is, though.

How many appliances are drawing power doesn't signify - if you had too many plugged in to one circuit, the circuit-breaker would just switch off; it wouldn't make a flicker.

Bad wiring can cause electrical fires, so if you don't have an electrician there by tomorrow, call your landlord again and insist. This is totally his responsibility to deal with and pay for, not yours.

It sounds like you might have a short in your wiring. I agree with the commentor above - if it was simply a matter of overloading the circuits, depending on the wiring system your circuit breaker would trip or you'd blow a fuse - in either case the lights wouldn't flicker they'd go off and stay that way. Your landlord is supposed to take care of wiring. You really need to contact him because (agreeling again with elenbarathi) there's a risk of electrical fire with bad wiring. Do you know if anyone else in your building is having this problem? If not, it's probably apartment specific.
